Silent Auction and Spaghetti Dinner Fundraiser for the July 21-August 4 2012 African Medical Missionary Trip

The silent Auction (April 09-14) is to sponsor Dr Van Wormer and other missionaries from Clayton, including Jay Jones from the First United Methodist Church of Clayton, to travel to Uganda in July of 2012 to accomplish great works in Medicine and Well Building and Evangelism and Discipleship in Uganda Africa. This will be Dr Van Wormer’s Second medical mission trip to Africa.

2012 Legislative Luncheon to be held in Santa Fe Jan 23, Inn at Loretto

The annual Legislative Luncheon will be held this year at the Inn at Loretto in Santa Fe New Mexico, Jan 23 2012 (Monday). The event is really shaping up to be a wonderful meeting of all the new legislators representing the State of New Mexico and the business citizens of Union County. The Luncheon will feature Barbecue in January, and will commence about 11:30 AM. We are expecting quite a turnout .  Many will stay overnight at the Inn for the Association of Commerce and Industry convention on Monday night at the Convention Center. The Union County Community Development Corporation is in charge of the Legislative Luncheon and assists the chamber in manning a booth representing the interests of Clayton and Union County at the ACI evening.

The Meeting was called to Order promptly at 6:30 PM. The corrected minutes from the CDC Meeting of 02/24/2011 were accepted. The Agenda for the current meeting were accepted. Motions were made by Larry Fluhman and seconded by Patsy Poling, and approved unanimously.

I. Old Business:
1. Status of the Dental Clinic. Progress has been made on producing a spread sheet of equipment costs and start up expenditures. There are several options for funding that are being explored. We are looking at a new Rural Business Enterprise Grant (RBEG), a Rural Economic Development Loan and Grant (RDLG), and perhaps a grant from the Kellogg’s foundation, using the Foundation Search Grant Software. I have recently been in serviced again in the Foundation Grant Software and Granting “etiquette,” during times of economic downturn. The old Timmons Building has come up as a possible location for the Dental Clinic as well as another house near the hospital.
2. RBEG: The old RBEG which was written by Ruby and Kristen Christy was rejected. A new RBEG focusing on our unique new requirements, particularly the Dental Clinic will need to be written.
3. McCune Foundation: The grant request submitted for 250K was probably to robust and the grant was rejected
4. Economic Development Website: Nice progress is being made on the website. Now we need to do SEO for more visibility

5. Trifold Brochures: The WEDA (World Economic Development Alliance) contract in cooperation with the grant funds from the NM Economic Development department as a result of CCI recertification was to produce (1) An Economic Development Website (Nearly Done, just being continuously updated) and (2) A Trifold Marketing Brochure for mass mailing and handing out at conferences, and (3) paid conference attendance for the economic development coordinator to
Attend an alternative energy conference. (Most likely the world wind energy seminar in Anaheim California in May 2011)

II. New Business

1. The issue of renovating the old Clayton Motel into a retirement home/intermediate care facility. This idea was introduced for the first time at this meeting as a result of a conversation I had with Ferdinand Garcia of the Golden Spread Coalition. He is currently pursing state inspection regarding the existing facility to determine the upgrade cost which must be obtained to meeting state certification requirements. Larry Fluhman mentioned to let him go ahead and get an inspection done to see the cost. The issue of “donating” the old Clayton Motel to the CDC was raised as well. Much will have to be done before that is considered.
2. Will begin working on the Foundation Search Software for raising money for the Federated Women’s Arts business, and also for the Kellogg’s Foundation for the Dental project.
3. Grant from Federal Home Loan Bank through Farmers and Stockman’s Bank still pending.
4. Status of Duckwalls Building: Still looking into Bealls, Dollar Tree and Family Dollar. Have a contact at Family Dollar who is looking at the demographics and logistics of putting in a Family dollar where a Dollar General already exists.
5. Submitted and had accepted a Nuestros Vecinos Grant Application from ENMR. The Grant team will be considering the grant by March 24th 2011. (Grant Proposal for 10K was submitted for operating costs)
7. I am currently working with “The Media Group” on the Jack Kerouac Project. The project proposes to film some of Clayton’s downtown with students from Denver as part of a documentary and blog of the original path of Jack Kerouac in the novel “On the Road.”

8. Garth Boyce wants to donate his building to the CDC. Obviously due diligence will be required in this transaction.
9. I contacted Steve Pair, the Manager of KVII TV in Amarillo. He stated he would come on the next meeting date. A very deep discussion ensued regarding the issue of Northeastern New Mexico not getting New Mexico news. Apparently we need to find out if the Amarillo Broadcast area would release Northeastern New Mexico to receive Albuquerque news. George Gonzales and I will arrange a seminar regarding the news broadcasting issue in Northern New Mexico.
10. A discussion of the CDC buying a table at the Chamber of Commerce was motioned by George Gonzales and seconded by Larry. A table will be purchased for $250.00. (8 CDC members could attend the Chamber meeting).
11. A letter of support was written by me on behalf of the CDC for the New Mexico Highlands University to obtain project funding from the federal government to develop four separate radio booster stations, in Clayton New Mexico, Raton New Mexico, Romeroville (Las Vegas) New Mexico and Newcomb (Farmington) New Mexico. The letter is included with these minutes, herein.

III. Report of Executive Secretary and Director Mark E Van Wormer MD

1. Rose Ramirez, Dr Van Wormer, Charles Jordan, Bob Davies, and Victoria Baker
Presented two seminars on March 13, 2011 “Where in the World is Clayton USA?” This motivational and informational seminar was designed for all employees and shopkeepers in Clayton to hold themselves out positively and with knowledge of the wonders of our surrounding area in order to promote economic development. The seminar was met with great success. Breakfast and dinner was served. A completion certificate worth 15% off several merchants’ services and products was granted at the conclusion of the seminar.
2. Dr Van Wormer made presentations on behalf of the CDC to both the Union County Commissioners meeting Tuesday March 8th at 9:00 AM at the courthouse as well as the Clayton Town Council Meeting Wednesday March 9th at 6:00 PM regarding the current projects of the EDC and requesting renewal of the operating budget for the CDC for the next fiscal year. Both County and City were requested to please donate 30K toward operations of the 501 (3) C Economic Development Department.

3. I submitted a 10k Grant proposal for operating funds for the CDC to ENMR for the Nuestros Vecinos Grant.
4. The New Mexico Association of Counties meeting will be held in
Clayton in July. The county is requesting that the CDC and Chamber assemble some nice gift baskets for each member of memorabilia from Clayton and Union County for the table at the Legion Hall on the second night of their meeting. Apparently the Eklund will plan to host the first night with entertainment.
5. Dr Van Wormer Attended the Northern New Mexico Detention Facility Table Top Drill Friday March 4th regarding planning for a prison hostage and disaster situation. Dean Macur gave a thorough briefing of the planned activity, and its purpose for our community (preparedness) the drill is mandated by the prison overseeing authorities.
6. Dr Van Wormer met with Greg Williams from EPCOG regarding the current economic development projects in Union County which need to be updated in the EPCOG Comprehensive Economic Development Strategy of 2011.
7. Dr Van Wormer is planning a meeting with Scott Griffith from Johnson control, a solutions performance cost saving solutions company looking into saving small municipalities money through improvement in infrastructure. This meeting will be with Town Manager Ferron Lucero on Friday March 25th at 10 AM at the City office.

IV. Financial Report –Gina Windle, Treasurer.
Finances are essentially stable with $3,995.48 in F and S revolving loan fund checking and savings, $13,147.16 in FNB of NM General Fund (10K of which is matching Dental Grant from ENMR), $11,178.54 in FNB of NM RLF. This does not reflect the 15K which just came from the county. A payment is due from the city as well as donations for 333.33 from City and County to help Sponsor our Ports to Plains Bronze Membership sponsorship from UCCDC, City and County. We are pressing Ruby to take care of her obligation as soon as possible. The Expense reimbursements were motioned to be approved by Pal Austin and seconded by Bill Birdwell, and unanimous vote to accept followed.

V. Presidents Report
Terrell mentioned how impressed he was with the hospitality and friendship entertained on his recent trip to Providence Rhode Island. He was very impressed by the helpful, friendly attitude of all business persons he encountered, as he had heard New Englanders were less than friendly. This made a big impression on him. In the

like manner, he knows and feels how important it is for the “Ambassadors” of Clayton (all the front line people who meet the public) to be cordial, helpful, knowledgeable and respectful to all outsiders to our community. This was precisely the message I attempted to impart in the motivational portion of the “Where in the World is Clayton USA seminar, recently completed. Terrell mentioned the crisis of economic funding at the school. He mentioned the ever present need to educate children from the cradle, and not wait until they are ready for Kindergarten because by that time it is too late for them to catch up. Terrell felt we should also pursue additional vocational teaching and partnerships for local high school students. This would entail partnerships between the local business community and the school system. The program would be used to expose high school students to vocational business opportunities prior to graduation. Walter Hall mentioned the incredible importance of the FFA and animal showing in a family household, how this brings children and parents together on an intensely important interactive level.

II. Old Business
1. Dental Clinic Project: Submitted a grant application for $10,000.00 to BNSF for startup capital costs on a Dental Clinic. Continue to work with Kristen and the Clayton Health and Wellness organization of positioning medical practitioners in Clayton. We have 10K from ENMR for the Dental Project at present which could be used for further recruiting, or any non capital outlay expenses if needed. Location, building and loans are still up in the air. Possible CDBG grant funding.

2. Economic Development Website continues to improve and be updated. Will start working now on Search Engine Optimization. (This may require some cost to do it correctly). Have a proposal (attached) from WEDA for continued monthly service fees which include back office management, 15 uploads per month, a new Calendar System, and Search Engine Optimization. We cannot be found through search due to Claytonnewmexico.net (the green website) we need back links and optimization. I have PDF’s of all the land in Union County, public and private, for wind farms and location of transmission lines. I need to upload quite a bit of data in display format which actually takes some back office assistance on the part of Weda.

3. Trifold Brochures have been completed. Personal Economic development cards completed by WEDA.
4. Status of Duckwalls Building. Have gotten a group interested in placing a Family Dollar potentially in the Duckwalls building. Real estate company has been here to evaluate the building. (Have made contact with Chris Evian (602-380-3147, the New Mexico Real Estate finder for Family Dollar Stores)
5. Status of Garth Boyce building.(Garth has rescinded his offer)

6. Very successful NM Telecommunications forum held April 21 in lieu of our regular monthly meeting regarding NM TV stations in Union County. Well attended.
7. Presented the “Jack Kerouac, “On The Road,” Experience” at the Hertzstein museum. This project proposes to film some of Clayton’s downtown with some students from Denver as part of a documentary and blog of the original path of Jack Kerouac in the Novel “On the Road.” This program was well attended and we adjourned to the Eklund for a dinner conversation. The project may result in a permanent Jack Kerouac Display at the Museum and some form of cultural tourism with Clayton in the path of the adventure

III. New Business
• Election of a New UCCDC president
• Consider the proposal of the Golden Spread Coalition working with UCCDC in some fashion to rejuvenate the Clayton Motel into a retirement center (intermediate care facility for Retirees). Ferdinand Garcia will present the data regarding the retrofitting of the motel vs. completing an entirely new project on the existing land. (Due to Medicare/Medicaid requirements)

• I need to attend The Southwest Energy Alliance Conference in Santa Fe June 28th and 29th. I have been chosen by the Alliance to represent Union County. This conference is critical. This conference will address why we have no alternative energy in Northern New Mexico and what we can do about it. We also need to join the Coalition for Renewable Energy Landowners Association.

• Attended the Ports to Plains Conference in Bloomfield Colorado, April 7, 8, 9. This meeting led to the Ports to Plains Alliance having their yearly board meeting in Clayton New Mexico July 20th (Lori and I twisted the secretaries arm to come to Clayton and see the Eklund Hotel and Herzstein museum!)
• April 27, 28, 29 Attended the Annual Rural NM Economic Development Forum, in Gallup New Mexico.

• Have answered 3 RFPs from WEDA (project Otis, Bakery storage facility, regarding Alternative Energy. Working now with BetaSeed regarding BioEthanol plants and the possibility of the Sugar Beet Industry in the Southwest. Working with SolarTech out of California on a combined solar-wind facility for Union County.
• Submitted Grant Proposal to ENMR for operating funds for the EDC (10K matching)
• Assembled and presented 100 gift bags for the Council of Counties meeting in Clayton, and the requirement of unique gift baskets for each at the table.
• Meeting of Scott Griffith (Scott and I became friends from an Energy Grant writing Seminar in Santa Fe, I introduced him to Ferron regarding optimization of water and energy loss in the city. ) with Johnson Control, a solutions performance contracting firm implementing cost saving solutions for municipal projects. Will be reviewing the water metering system, the town’s wells, and other sources of energy loss and revenue loss. Memorandum of Understanding between Town of Clayton and Johnson Control, signed to look at water metering, water acquisition, waste water treatment, water invoicing, energy saving technology for city buildings and vehicles. This will be a comprehensive energy saving evaluation for the town of Clayton. (No charge for the evaluation)
• Working on completing the logistical work for the 2nd Annual Viva New Mexico Music Festival.
• Wrote a Nuestros Vecinos Grant for M and M tires, which was approved for $10,000.00(dependent on matching funds)
• Wrote a Grant for GreatSkin.com to develop a new e commerce website, to increase sales and increase jobs. Approved for $3500.00 (also dependant on matching funds)
• Wrote a grant for $10,000.00 to BNSF for Funding for the Dental Clinic

Economic Gardening and the BitterRoot
Economic gardening has become a hot concept in entrepreneurship circles. Chris Gibbons and Littleton, Colorado have made a strong case for economic gardening as a core economic development strategy both in the U.S. and internationally. The Center for Rural Entrepreneurship is partnering with Christine Hamilton-Pennell (Christine was an EG researcher with the Littleton program), Growing Local Economies, to assist the Bitterroot Region of Montana in building their capacity to effectively implement an economic gardening strategy. Increasingly communities and regions are looking for help in getting their landscapes organized for economic gardening and our Center/Growing Local Economies partnership is responding to this growing need. Grant Opportunity for Cooperative Development Centers
Agriculture Secretary Tom Vilsack announced that USDA is accepting applications for grants to help rural businesses create jobs through cooperative development centers. Under the RCDG program, grants of up to $225,000 may be awarded to colleges, universities and non-profit groups to create and operate centers that help individuals or groups establish, expand or operate rural businesses, especially cooperatives. Grants may be used to conduct feasibility studies, create and implement business plans, and help businesses develop new markets for their products and services. Funds may finance up to 75 percent of the cost of establishing and operating the cooperative centers. Recipients must match 25 percent of the total project cost. Applications are due July 22, 2011. White House Creates new “Rural Council”

White House Rural Council
On June 9th, the White House announced the establishment of the first White House Rural Council. While rural communities face challenges, they also present economic potential. To address these challenges, build on the Administration’s rural economic strategy, and improve the implementation of that strategy, the President signed an Executive Order establishing the White House Rural Council. “Strong rural communities are key to a stronger America,” said President Barack Obama. “That’s why I’ve established the White House Rural Council to make sure we’re working across government to strengthen rural communities and promote economic growth.” To learn more, go to
